Rip's fight was with her - in Integra's eyes - and honestly, had come to regret her violent outburst at Blackquill. Why had she let him agree to this?
Because she was stressed, inconsolable, and very human. It was as equally her fault as it was Simon's. More than that, as his superior, it was her obligation to rectify this.
After several moments, Integra finally arrives on the scene, and while Rip was lost in the moment, Integra's opportunity to strike had presented itself to her easier than she initially thought it would-- albeit at Simon's expense.
She fires one... no, two shots of blessed ammunition in Rip's direction. The action alone would be enough to make Integra's presence known.
